Patents can only be obtained from the U.S. Patent and Trademark Office in Washington, DC. They have, of course, forms and procedures for submitting a patent application. They can be pretty complicated, so you should check with a patent agent or patent attorney for assistance. The Patent and Trademark Office has a list of licensed agents and attorneys. The big question, however, is whether you can patent a new breed of dog. A patent can only be issued for a "process, machine, manufacture or composition of matter." Your patent attorney will have to check whether a new breed fits into one of these four patentable subject matters.
