My point is that the only purpose I see in having a patent application drafted in India (or any legal services performed in India) is to have intellectual property in India. It's not like outsourcing software development where it doesn't matter who wrote the software as long as it works according to specification. Each country has it's own set of laws. Now, whether an individual wants IP in India is up to them. A number of my clients do want that -- American or otherwise. And, India is a member of the PCT. Has been for a while. Regards.
