Can the PTO be trusted?

Hi,

I have met a few patent attorneys and feel that they can be trusted with intellectual property. My question is can the PTO be trusted. How do they control people at the pto from keeping intellectuall property confidential. I hear that they have many foriegners working at the pto. What would stop one of them from sharing info with someone in another country.
