The correct answer is A.  Levitt's application is an AIA case so the AIA rules apply.

The AIA status of the prior art is irrelevant here and I believe that is why you're confused.

I may get closer to passing the exam in two weeks thanks to your clarification :) So a reference cited against a post-AIA effective filing date case has a prior art date as of its earlier of US or foreign filing date whether its publication date is before or, on or after 3/16/2013. Is my understanding correct?
