Intellectual Property Rights

In 2 days i have exams in intellectual property law, so i have one question that i would like to ask here and maybe someone will help me with solution : ;)
Question: Intellectual property rights are the private rights enforced by the government. Is it okay to use government in order to put a restraint on other people with regard to their use of the physical property they use? Give sufficient reasoning for your answer
