What does it mean that
The ACAD warrants to the SOH that it has the full power to make this agreement and confirms that it is acting on behalf of itself.

It means that whoever is signing this agreement (an "ACAD", whatever that is defined as elsewhere in the agreement) is guaranteeing that he is legally able to bind his company (or whatever type of legal entity it is) to the agreement, and also that he isn't signing for some third party.

It's to prevent the "ACAD" from later claiming that some low-level secretary signed it and that the "ACAD" isn't actually bound by the agreement, or that the agreement was really meant to be for some third party that didn't really sign it.
