As an inventor...

I usually write a whitepaper and draft some quick line art, which I send to my lawyers to illustrate my concepts. They blow that up into the filed patent application.

On my internal process, I name each figure "Fig-FPO-1", "Fig-FPO-2", etc.  (FPO = "for placement only")

When I lock down my figure numbers, "Fig-FPO-1" becomes "Fig. 9" or whatever I decided.

Before handing off, I do a quick search for "FPO".  If I hit it in the doc, I missed something.

I have no idea what my attorneys use, but I do this and it's very efficient for renumbering - and the 'find' function in document editors is my quick check that ensures I renumbered correctly.
