Can the Appeal Brief be filed the same day as Notice of Appeal ?

Since the Notice of Appeal is given the date it is received by PTO do I have to wait to file the appeal brief - that is, the Appeal Brief and Notice of Appeal cannot be filed concurrently?  What if NOA is filed the last day of the third month, do I have to wait for the PTO to recive it and then pay a month extension to file appeal brief a few days later?  Thanks!  Not sure how all this timing works out...
