From Japan  :D

All claims are patentable, but the title is not descriptive. 
In this case, does the examinar issue an office action ?

I read MPEP 606.01 and understands that the examinar changes the title himself and issues an notice of allowance. 
Is my understanding correct?

The examiner has some discretion.  The examiner could issue an ex parte Quayle Office Action requesting a new title from the applicant.  Alternatively, the examiner can simply change the title and allow the case.
