Jurisdiction Restored To Examining Attorney

How long does it normally take for the Examining Attorney to render a decision on an appeal after jurisdiction is restored to EA?  It has been about six weeks so far.

Also, in an appeal process after final refusal, why is the application restored to the EA since the EA has already made final refusal?  What is the EA deciding on?  Hasn't the EA already ruled on the case and doesn't an appeal go to a seperate board for review?
