product that is discontinued- still sue?

Can a company that has obtained a registration # from the USPTO sue a company that i using their name even though they have discontinued use of the product and dont provide any service for it?

The registrant can sue, but whether or not the company will win is another story.  Much depends on whether the company has abandoned the mark or are merely on some sort of excusable hiatus (so to speak).
