Changes in patent bar rules

Is it true that the USPTO will no longer allow students on an F-1 visa or any other visa holders to sit for the patent bar exam? If so, is anybody opposing this change or will oppose it? What about students in law school studying IP law?

I heard that one of the patent bar course providers was quoting the patent office as promising to post a policy by February 10th.   Supposedly the policy was that only permanent resident aliens would be allowed to take the patent bar.

I have not seen any new policy posted, but I have not checked in several days.
