Is this a copyright violation?

Hi designed and wrote text for a website I use to sell my product. Someone made a website that basically took my entire format, but changed the graphics, then changed a few words in each sentence so it doesn't read exactly word for word.

Is that a copyright violation?

They essentially have my entire ad, but changed a word or format of a sentence so that it says the exact same thing, but not an exact copy. There are some parts that are exact word for word for around one sentence, before they decided to edit one word.

Is that grounds to act on as a copyright violation?

Dear Jim1,

If you had spent a few bucks for competant legal advice you would have used the copyright law to give you teeth.

This is a close one. Under the law of unfair competition you might have a cause of action.

The sick part of the story is that unless you can fake the copier out you are going to have get a lawyer. A lawyers letter may scare off the copier. If not you have to go to court you will spend a bundle, win or lose.
