International Licensing Zones

 Is there a  listing  breakdown somewhere on the net  of the zones for  Licencing photographs?

We've come across a usage problem that requires for us to nominate the specific countries that make up these world regions. Specifically, we need to know whether Canada is included in the North America region. This is a different region from USA as a whole.

It then occurred to us that many other regions have the same problem of not listing the specific countries they include. This is starting to cause difficulties between us and our clients as well as talent agencies.

We notice  that many organizations don't list the Middle East as a region and wondered why.

Is there  a listing of the countries included in the regions they describe in their BUR Guide that could help to clarify our situation?

I am not aware of any legal principal called "licensing zones". To the extent that they exist, it would be by contract (e.g., by license), not by treaty or public law.
