Abandoned Trademark app: when to refile?

I have an abandoned US trademark app (ITU).  Abandoned for about two years.  Can I refile (now that I have better arguments) at any time for the same mark or do I need to wait till I have actual use?

You can "re file" your ITU at any time.  I'm not sure what you mean by "better arguments", however.
