Hello,

First, Thank your for all the helpful info!  
Now, question; I have an idea but do not have the technical ability or skills to build it. Can/Should I try for a patent application explaining it the best way I can - and THEN seek an engineer of some sort to actually build a prototype?  I'm afraid if I were to do it in that order then it would not be a "strong" patent - BUT I want to get it documented as early as possible.  Any Advice is truly appreciated.

Your patent application will have to describe your invention in enough detail that one of ordinary skill in the relevant technology can make and use the invention.  If you can describe it in that much detail, the fact that you can't build it yourself doesn't matter.  If you can't describe it in that much detail, you're going to need some help to produce an adequate description.
