Converting DVD for playback on Mobile Devices

I have seen recently for sale on internet auction sites DVD's for sale which contain converted movies files for playback on a Sony PSP.

I have a number of questions.

1. Is it illegal to convert a DVD Movie which you have purchased, into another format for play back on a mobile device ( i.e Sony PSP) ?

2. The seller advertising the DVD  for sale state that you are purchasing the conversion service only and that you are not purchasing the movie. It states that you must own the original DVD.
Is it illegal to offer this service or article for sale?

3. Is it illegal to purchase such a service or article?

At least one court has opined that circumventing the copy protection on DVDs even for fair use purposes is illegal.  

My personal opinion is that it would be illegal to offer this service in the US.
