Does anyone no if there is a specific market for drafting and prosecuting patents having classified material?

That would have to be a very tiny niche indeed.  

Issued patents become public documents which makes them a relatively poor place to put classified material.  

I would expect that the if such patents were drafted, they would not be prosecuted until the contained material was declassified.
