TTAB Opposition Jurisdiction over Common Law Trademarks?

I believe the TTAB does not have any legal jurisdiction to decide anything on common trademarks, but not sure?
I'd think they'd only be able to decide pending or registered trademarks and that outside common trademarks were Court jurisdiction?

The TTAB can decide issues of registerability of a mark based on third party common law rights.  Does that answer the question?
