If the patent bar has 100 questions, where 10 are beta questions that do not count towards your final grade does this mean that the test taker must get 70% out of 90 questions (meaning, 63 questions) right?? Is this how it works??

That is correct. You pass if you answer correctly 63 out of the 90 questions that count.
