Hi guys...

I think this is a copyright issue.

I've come up with a great concept for a recipe book, but as I'm not a chef myself, and have only come up with the concept, not the recipes, I'd like to sell the idea to a publisher.

Is there any way to do this and protect the concept to ensure I get a fair cut? I've never invented anything before and have no funds to my name but I'd love to give this a go if it's feasible.

You can't copyright an idea or concept.

And in general, unless you are an established author, no publisher would buy your idea.

You may want to explorer partnering with a chef to develop the recipes which, along with your concept, could become a finished book.  That finished book WOULD be protected by copyright (although recipes get limited copyright protection), and you would at least stand a chance of finding a publisher.

Note that self publishing through services like CreateSpace has become very inexpensive, so that's another option if you can't find a traditional publisher.
