I have tracked a couple of high-volume spammers to domains that are registered with information that is obviously false. 

Providing false information when registering a domain is a violation of ICANN rules - but is there any penalty, and any way to require enforcement?  I'd love to find a way to get these domains shut down.  (Yeah, I know they probably have a lot of domains...  but they've invested time and effort into building these particular domains, so it would represent a real loss if there was a way to get the registrations cancelled.)
