USPTO - Dramatic change in employee satisfaction

I thought this might be interesting to the forum readers.  Between 2007 and 2010, the USPTO's worker satisfaction rate went from 172 out of 222, to 19 out of 240.  Attached is a link to the relevant tracking site:

I think much of this increase was because of the mass exodus to telework, and the beginning of the home-work stations.  I think the economy, and particularly the horrible state the private legal sector is in, is also a large part of it.  I would really like to hear other people's thoughts on this as well.

My personal opinion:

The economy definitely had something to do with it.  But still, the USPTO deserves a lot of credit for beefing up its training.  Also, it doesn't hurt that USPTO seems less of a political target in the US Congress, consequently, it is less affected by political turmoil, unlike some other Federal agencies, such as Social Security, Dept. of Interior, Dept. of Energy, etc.
