accelerated and priority examination question

Are both options, or either, only available to do if requested when an application is firstly filed? Re-stated, post-filing - can these options be exercised (before examination commences, of course).

This statement is throwing me for a loop, seems to imply the petition can only be done at initial filing: "Key requirements include the following: (1) the application must be filed via EFS-Web with a petition to make special"

Must be done at the time of filing
