Can this be done? How can I proceed to change the title after the NOA has been received??

Most importantly is it worth changing title if there's no change in the substantial meaning of it, for example

" A rubber pencil with a lead point" vs "rubber pencil with a lead point" (missing the "A")???

MPEP 714.16 explains what sorts of amendments you can make after Notice of Allowance, and the showing you must make in order to get an amendment after NoA considered.

Most importantly is it worth changing title if there's no change in the substantial meaning of it, for example
" A rubber pencil with a lead point" vs "rubber pencil with a lead point" (missing the "A")???

IMHO, titles are meaningless. I wouldn't change it.

IMHO, titles are meaningless. I wouldn't change it. 

The most important use for titles is when examiners come across your issued patent in a later search. 

Examiners can also perform instantaneous title changes (we have direct access to editing the title field in the application database).
