Question about Article 19 amendment

By what time must the amendments be faxed to the IB?  Midnight on the due date?  Five pm?

Is this written anywhere?

Patentatt:  See PCT Rule 46.1.  I doubt that a difference of 8 hours would affect the extent of "technical preparations" for publication, so it shouldn't matter.
