I was unaware foreign patent rights were worthless? If that's the case then this is a minor issue.  Though I spoke with the president of a company with a very valuable patent in the US and he lamented they hadn't gotten foreign patents.

Patents rights are, by definition, unique.  Rights in each country are also unique.  So, you can't say foreign rights are worthless.  It depends entirely on the rights, the jurisdiction(s), and to whom you're offering the rights.  If you intend(ed) to market foreign rights to a US entity, rights outside the US are typically heavily discounted in value. 

Who knows why one corporate president lamented the lack of foreign patent rights?  Each situation is unique.

Regardless, when foreign rights are preserved in an unconventional manner of dubious legitimacy, value in them drops precipitously.  Nothing cuts value more than uncertainty and risk.
