Often exam answers prior to 2003 contain 65 FR xxxxx reference. I could not find any "FR" in e8R8. How can they test it if it isnt part of MPEP? How am I supposed to be able to answer questions like this? I hope FR was abandoned in recent years. :)

"FR" stands for "Federal Register."  If you're looking at something from eight years ago, it's probably a good assumption that whatever was published in the Federal Register back then has by now been incorporated into the MPEP.
