Compulsory licensing

Is there such a thing as Compulsory Licensing like there is in copyright? Meaning, you can make and sell a patented product as long as you pay a fair license fee to the patent holder even if he does not agree to license to you? Or does a licence absolutely have to be agreed upon by the patent holder first?
