UK trademark prosecution

I am trying to register a trademark in the UK, and received an office action (or "Examination Report"). If I call the UK office to discuss the application with the examiner, will they call me back at a US phone number? I am not an attorney, and am trying to keep costs down as much as possible.

Also, it seems that the rules on descriptive terms are much stricter in the UK than in the US. How do people get around that? Do people generally just file more logos and fewer slogans and tag-lines?

One way to find out is to call and ask them. 
If they can't do that, and the phone bill is an issue, you might consider setting up an account with Skype, which you can then use to call them--assuming you've got a decent mike and speakers on your computer.  You pre-pay in increments as small as $10, I believe, and it's pretty cheap, usually only a few cents per/min.  Their site should say what calls to the UK would run.
