what does "at minimum cost" mean?

Hello everyone, I am a Chinese patent agent.

I have a US client (patent attorney) who instructed me to prepare and file a response to a Chinese Office Action "at minimum cost."  I don't understand what he really meant by "at minimum cost."  My work invovled amending the claims in the Chinese application according to a corresponding issued US patent, preparing remarks and filing them.  If I usually charge, for example, USD 1000, for the work, does that mean I should charge less this time?

Any comments would be greatly appreciated.

All "minimum cost" means to me is that no unnecessary expenses should be accrued.  Do what is necessary to respond to the OA, while avoiding unnecessary expenses (e.g., examiner interviews, extensions of time, etc.).

That's a fair rate.  I would charge accordingly.
