Master Paintings Used for Artwork

Hello, I am sure this question has been answered, however, I could not fin the thread on any forum.

I am a graphic designer working on a brochure for a client and would like to use a few paintings of Presidents and world leaders, such as George Washington painted in 1796 by Gilbert Stuart or Napoleon's painting at Bernard. These are all master works and hang in museums such as the Louve in Paris, and Metropolitain Museum of Fine Art.

Is this legal to use these various paintings for artwork, unaltered.
