Iam a recent MS Graduate in Chemical Engineering with 3 years experience in a biotechnology company after bachelors. Iam interested in a Patent Agent/Technology Specialist career in a law firm or academic university. But most jobs in law firms/universities are for experienced professionals with atleast2-3 years experience. I have applied to a whole lot of law firms in the DC/viirginia area (where iam presently located) and also in academic univs ut have so far received no interview calls. any suggestions??

Pharm/bio should not be your only field of interest.  For example, as a chemical engineer, you may also apply your expertise in an area such as semiconductor processing.  At any rate, there has been an inflation of technical credentials in pharm/bio so that clients now expect patent practitioners to have PhD degrees.

I was a chemical engineer before going to law school.  I used to think that chem/pharm/bio is my only field of practice, until I drafted a few semiconductor patent applications.  It turns out that semiconductor processes are primarily chemical in nature.
