The cost of the PCT app, including attorney and filing fees, is somewhere around $4,000.  There are no translation fees associated with the KIPO ISR and written opinion.

Korea will conduct the examination in English?  Wow!

Sure.  I wouldn't call it the most thorough examination, but they do conduct it in English.

It is my understanding that you can file a PCT app, designate Korea as the searching authority, receive an ISR and written opinion from KIPO (around 4-6 months), and then use the ISR and written opinion to enter the PPH in the US.

I read the PPH stuff on the USPTO and KIPO web sites.  The descriptions seem to say that you need a notice of allowance and not just a written opinion to get the other office to do an expedited examination.  You seem to be saying that ony a written opinon is needed.  Am I looking at old info?   Did I err in some other way?

Yeah, I think there was update to the program in Oct. 2010 that broadens the program from allowable claims to favorable opinion.

Thanks.  I think you've just justified this month's cable/internet bill.  Do you know what kind of backlog the Korean patent office has?   

It looks like nothing detailed has been put on the web sites in the three months since the announcement.

We have received ISRs and written opinions in anywhere from 3 to 9 months from KIPO.
