I have found on the internet a tutorial for creating an abstract background. Is it a copyright issue if I will use a slightly modified version (same colours, different size of the elements) of the tutorial to create a book cover?

I believe the method of creation is irrelevant.  You could (in theory) produce an identical cover using oil paints.  So focus instead on copyright basics:

The illustration produced in the tutorial is an original creative work, and it is protected by copyright.

If your work closely resembles the original, then yes, it may be a violation of that copyright.

The question of "how different" your cover must be is not easy to answer...  there is no magic formula.

Since using the illustration as a book cover represents a significant commitment, and a high degree of visibility and exposure for a lawsuit, the simplest and best approach might be to contact the author of the tutorial and seek permission.
