If a record company uses my copyrighted lyrics, and they get published on a band's CD and I am receiving royalties, is it legal to sell those same lyrics to another entity?   Or do I need to have that stated explicitly in my contract with the record company?

If you sold them, then they aren't yours to sell again.  If you licensed them then it depends on the type of license and the contract.
