“The Digital Performance in Sound Recordings Act of 1995”
“and “The Digital Millennium Copyright Act of 1998” grants a performance right in sound recordings.

How can I get the Ministry of Legal affairs in my Country Trinidad and Tobago west indies to recognise this act, so that owners of sound recordings  in Trinidad and Tobago will be compensated for the public performance of their music via certain digital transmissions world wide.

I suppose you are going to have to get whatever legislative
or regulatory body that is responsible to pass laws in Trinidad
that are enforceable there.
