Selling Individual Matted Pages of a Publication

I wish to enquire about the matting and selling of individual pages from publications displaying limited edition prints.  What are the laws governing changing the format or making modifications to an original publication as well as to using the title and name of the artist?  Does the term "authorized dealer" come into play here at all?
