Yes, best start with the EPC 2000, then the Guidelines for Examination, Case Law, National Law Guidelines, and finally the Ancilliary regulations.

Free source to get what?  The MPEP?  That is available on the USPTO website (www.uspto.gov).  The EP laws are available on the EPO website, as noted above.
