Question about inactive status

Aside from working at the PTO, what are other circumstances where an agent/attorney must become inactive? Particularly, can working for the federal government (outside the PTO) require going inactive? What about taking a fellowship to work for a federal agency? If so, how much should one worry about getting their registration # back later?

I've only got one small bit of experience which is a former colleague who decided to become in-house patent counsel for one of the military research labs.  He is not on inactive status.
