This examiner requires a machine for every step. What's the best way to argue with and reject this requirement?

Also, if I tie step 1 to a 'first machine' and step 2 to a 'second machine', could the 'first machine' and 'second machine' be the same machine? If not, I guess I have to tie step 2 to 'said first machine or a second machine' to achieve that effect.
