Alliteration aside...

I'm creating a proposal to adapt a film to a comic book.  The book will be pitched to a publisher.

My bind is this:  Neither the publishing nor the gaining of the permissions are a lock, in fact it's very likely neither will happen.

I have a way to contact the rights holder directly, but have also obtained counsel.  How much would I have to show the rights holder to increase my chances of getting permission to, essentially, make the pitch?  The publisher requires a certain amount, would that also be enough for the rights holder?  From what I've read, there is no gaurantee that the rights holder will grant permission, so should I put effort into the project that will be wasted but will give them a better understanding of what will be published?
