So, I have an interesting conundrum.

I know of a few people that may be interested in using assignment payments as a vehicle to remunerate somebody for the idea that he got to them. Now, the provisional patent has expired and the resultant PCT is 30 + months since priority date and no national stage filings have been submitted. 15 or so days away from 31 months.

Can an assignment even be recorded with the USPTO for the applications above (particularly the provisional) ? Even if people felt the need to give away money for no IP.
