  I am  in china ,  I want to have a patent application in the USA ,as I do not have so much money, so I want to use the Electronic Filing System and have the application by myself, based on the instrucions of the Certificate Action Form - Related Documents ,my friend has been studying in America for about eight years and owns an estate, do that allowed by us law :my friend apply for a Digital Certificate Management and I do use it for the patent application ?

Any inventor can file an application on his own via EFS. No PKI certificate is required -- it's called "Unregistered User". If you want to file follow-on papers (e.g., responses), you need a PKI (digital) certificate -- a "Registered User". But any inventor can apply for a PKI certificate.

No. Your friend CANNOT file on your behalf unless he is a patent attorney/agent who is registered to practice before the USPTO.
