Servicemark Application Question

I would like to servicemark the words+design that is the logo on my website that offers a free storage and display service(of personal photos and text)-- but on the application for a SM, I need to select a basis for filing, and the bases all refer to "commerce" of the type Congress would regulate -- since mine is a free service to people both national and international, I don't see how it can be commerce of a type regulated by Congress, but there are no other bases listed. Does this mean I can't servicemark my site logo? Thanks in advance.
