Can I shut down a site for lack of payment?

am the webmaster for a website.
The client is not paying on time or even the amounts agreed upon.
I have done my job 110%.

What my question is, is do i have a right to shut down the site by way of putting up a construction page saying something to the effect of "This site is currently under construction, come again soon" and keep that page up until i recieve full payment?

Any info is appeciated.
