Can I shut down a site for lack of payment?

: am the webmaster for a website. : The client is not paying on time or even the amounts agreed upon. : I have done my job 110%. : What my question is, is do i have a right to shut down the site by way of putting up a construction page saying something to the effect of "This site is currently under construction, come again soon" and keep that page up until i recieve full payment? : Any info is appeciated. : Thanks, : Scott
