auction fraud

Hello,

I won and paid for an auction for a website and domain name.

In this auction, the seller claimed to have made a monthly income of $2,400.00, which led me to the decision to purchase.

The seller stated he would transfer all files, including advertising contacts, merchant account etc. to me. However, I only received the site files, domain name and hosting account.

I repeatedly emailed the seller for the advertising contracts, and he kept promising to deliver. Well he never did.

I demanded a refund for this auction, which the seller also agreed to. I drew up a contract which was faxed to him. I have never received a refund from him, it is now going on almost 3 years.

My question is, is it too late to file a complaint with an attorney, and do you know of any attorneys who specialize in auction fraud?
