This can be done either as "work for hire" (that is the artist works on your behalf) or as an assignment (sale of the artwork and copyrights associated therewith). If it is the sole artist's responsibility to conceive and design the logo, it would also be prudent to have the artist INDEMNIFY you against any claims made by third parties (should anyone claim that your new logo itself is a knock-off).
