Very often Chiefs of Intellectual property in corporations have hit a ceiling. A patent agent with a long track record of engineering and advanced engineering degrees are often selected for the VP positions, e.g. VP Engineering, VP operations etc. One other point. Some attorneys who operate on the edge of ethics may seek to get the patent agent minion to execute tasks that raise the ugly spectre of wrongdoing. The savy PA that refuses would most likely be accused of insubordination and be described as not knowing beter because they are only a patent agent. PAs are simply disliked by attorneys.
