Value to foreign patents?

I'm giving a short academic talk in a few
weeks concerning the international implications
of Festo. I won't launch into my whole thesis,
but part of it involves my belief that foreign
patents are of little value.

I'm directing this question to practitioners.
I'd like to hear from as many of you as possible.

The question: Are foreign patents worthless
(both to Americans and foreigners) because
of very weak enforcement? More specifically,
due to the unavailability of the doctrine of
equivalents.

[I recognize there are other problems with
foreign patents, such as bias, cost, etc.
but I'm much more interested in the issue
of narrow claim scope]
